water pump vs. gasket and seals

Can anyone comment on how much of the time a leaking water pump turns out to be the pump itself? Is it ever a good move to just replace o-rings and gasket, either to fix an existing leak or as preventative maintenance?
I know ultimately a new water pump is safer way to go. But might the cheaper route make sense for a leaking car you are about to sell (cheap) or a car that's not leaking but is demanding lots of other pricey new parts?
