Yup, the system expects you to be using 4 bulbs that are 5 watts each.
Consider bulb numbers that will fit the socket:
2825: 5 watts x 4 bulbs = 20 watts
168: 4.9 watts x 4 bulbs = 19.6 watts
194: 3.78 watts x 4 bulbs = 15.12 watts
My guess is if it measures the current in the neighborhood of 15 watts or less, it figures a bulb is burned out and turns on the Pictogram. It has no way of knowing how many functioning bulbs are actually installed.
The #194 lamps put out only 2 candle power vs. 5 candle power for the 2825 that's specified for '96 9000's, and the difference in brightness is very obvious. The correct bulb makes your brake lights more visible and keeps the Pictogram extinguished.
