It really wasn't dirty on my 2 cars and I think I just wiped it down with a rag. I'm not sure how clean it really has to be, but something like Windex on a cloth would probably clean up the outside of the tank. It's awkward to get in there, but just do what you can.
I undid the hoses and totally drained the tank. I left the cap off and let it dry overnight. To make sure I got all the moisture out of the cracks I used a heat gun. You don't need to get the tank hot, but you just want to help any residual water evaporate. A hair dryer would work, too. OTOH, there's no way to tell for sure if all the moisture is gone, so if in doubt just leave the tank empty for a few days. Then smear the sealant all around the bolts. Wear latex gloves. You have to work kinda blind, but you can get the stuff where you need it. The cracks can be on all sides of the bolts, so be sure to smear the stuff around pretty thoroughly. You don't need a ton of it, but get a good coating over the whole area so there's a thin layer of it. I think I made sure to build it up a little where the bolts connect to the tank.
I think there are 2 flavors of 3M 5200, a fast-set and slow-set. I used the fast-set, but I still let it set up overnight before putting anything in the tank.
While you're there, take the opportunity to replace the hose fittings and maybe even put in new hoses.
