Do you have a multimeter? If not a $10 one is a good thing to have for finding electrical issues. It sounds like the fan is stuck, worn or you are trying to start it on high speed. Does the fan rotate easily? If not it would be suspect.
Try jumping between contacts 30 and 87 of the LOW speed relay, the fan should start immediately. If it blows the fuse, the fan or wiring between the fan and relay are an issue.
The fan is like a dead short when it is not rotating. Connecting fan switch pin 2 (high speed) to ground is likely to blow the fuse since the fan normally starts on low speed.
Low speed fan is on pin #1 in the temp switch connector, try connecting pin 1 to ground to see if the fan rotates. If not check the fan switch wires for deterioration where they run under the radiator.
