The door doesn't have a lock cylinder on it, but when the car is locked, a pin locks it from the inside. There's a solenoid that does this. Lock the car and see if you can open the gas filler door. If it doesn't lock, then the solenoid is likely bad. A locking gas cap seems redundant to me.
My parents' '92 9000S had the locking gas filler door.
