95-96 ecu swapping

Hi All, looking for some opinions on ECU's 95 to 96.
Bit of history- dropped my 1995 aero engine/trans/turbo/ECU/engine harness into 1996 CSE.
I have a 3" exhaust and TD04 turbo so I wanted to use the higher output
Runs fine save two niggling items:
1. check engine light (comes on after starting, stays on)
2. fuel tank gets deformed due to lack of tank ventilation (i keep cap loose)
My guess is since the 1995 doesn't have the software for OBDII that the CEL apears due to no second o2 sensor? Don't have it conneced yet. Is there a way to wire it into the 95 ECU? Is the fuel tank pressure problem due to no EVAP valve operation from "wrong" ECU? Or just bad solenoid?
Someone mentioned that the OBDII cars are much easier to troubleshoot. Was wondering in what ways? reading codes is maybe easier?
