1996 9000 CSE Temperature Gauge Reading

I have a 1991 9000 that I drove for for 19 years and 350K miles. It has a 195 degree thermostat. As the car warms up I can see the temp gauge fluctuate when the thermostat opens. It then settles down, winter and summer, to just below the middle of its range.
I am now driving a 1996 9000 CSE that is equipped with a new 195 degree thermostat. The gauge does not respond to the opening of the thermostat and it sits at about 1/3 scale. The Tech 2 shows that the coolant is at about 200 degrees.
Is this normal? What have you experienced?
