Disconnect the 'W' hose from the BPC valve. If the bucking is unchanged, then the BPC valve may have failed open between 'W' and 'R'.
Check the BPC valve by blowing into the center ('W') port, air should escape from the 'C' or 'R' port. Activate the valve by applying 12V to the BPC valve connector center contact then briefly touch, just a tap will do, ground to an outside contact. Any more than a brief touch can over heat the valve coils. Alternately touch ground to the outside contacts, the airflow through the valve should alternate between the 'C' and 'R' ports. If not the valve has failed.
