It seems like there are those who can't keep their hands off the headlight wipers and either try to take them, or bend them back too far. When this happens the end of the spring pivot pin breaks off and the wiper doesn't press against the headlight.
The repair is rather easy and takes a round needle file and modest amount of care. Remove the wiper from the shaft and disconnect the washer hose. Note how the spring is wrapped around the washer hose mounting and remove the spring. By manipulating the wiper arm and mounting shaft cover, the round spring pivot post is visible. With a round needle file carefully make a shallow grove at the base of the pivot post, on the side the spring will pull against. The grove does not have to be very deep and should extend about 180 degrees around the post. Add a dab of your favorite lube to the new grove, and install the spring by hooking it on the washer hose mount and extending it over the pivot pin. The best way to extend the spring is to grab it between the 2 90 degree bends with a needle nose pliers.
Now on the rare occasions the wipers will actually do something, both head lights will look the same.
