To get to the relays on 97 you must remove the panel that surrounds the fuse "array". The panel is held in place by a series of circular connectors that have pins in the center. Some claim they can be removed by pressing the pin in by 1/4 inch. I invariably end up breaking them.
The panel will stay in place without them. Replacements can be found at Lowe's(search the archive for a part number). Once you have the panel off remove the two torx screws that hold the fuse panel in place - it will drop down to reveal the relays - flasher is a white one.
