Drop the modesty panel under the passenger side airbag. Open the fuse box access panel, and two (or three - its been a while)phillips head screws let you unhook the fuse box from its mounts, the relays are on the top of the fuse box. There is also a white paint diagram on the modesty panel that identifies each relay, but it is not obvious. I recall that any five blade grey Bosche relay can be substituted for test purposes.
On my 97 9000CS, I had intermittent start problems that were cured for a while by replacing the fuel pump relay, but shortly thereafter the fuel pump had to be replaced. Apparently the failing pump draws too much current and causes the relay to fail.

The 9000 was a great car, ran mine up to 150,000 miles with no real problems.
