When the 4-ways work after being switched on for X minutes, or when you also activate the turn signals, it means there is a resistance or a weak connection in the flasher unit or someplace in the wiring, either at the bulbs or at the relay panel.
My 4-ways were inop, so just yesterday I opened up the relay panel. I had a couple of used flasher relays I got at the boneyard. Both worked, but there was no guarantee that they would. But if I whacked the relay panel they would come on. This was the same for both relays. So there is likely something not right in my relay panel, but since they now work--or will with a firm whack to the underside of the relay panel--I can live with it. I use the 4-ways maybe 2X a year, so this is not a pressing issue.
