If the last "tune up" installed the specified (non-platinum) NGK plugs, the gap may have widened over the 10,000 miles that they have now been in the car. It's pretty easy to regap them or install new ones.
On my 1994 CS Turbo (which should have a similar setup to your 1993), there is a short piece of vacuum line that attaches to a metal nipple that goes through the actual firewall (inside the false fiberboard firewall), connects to another vacuum line, which then connects to the vacuum gauge. Replacing the under-the-hood part is easy if the false firewall is out; the part under the dashboard doesn't see the same heat and is probably not as degraded - I have left that part alone and am not planning to replace it ever unless I need to. In any case, I don't think that this is your problem.
