overboost other than BPC?

Car is a '93 9k Aero 5spd. Starts and Runs good, fresh plugs, recent air filter and fuel filter, 91 or 93 octane gas etc.. No current TCS issues...
My BPC valve checks out fine both using ohm tests and blowing into the W port to see if there are good seals. Using a 9v batt to switch it I found that it seals plenty well on both sides. I also cleaned it the best I could with wd-40 (comes out clean)
I have another one coming to try off of ebay (not the best idea I know but only $40) but mine seems to be operating perfectly fine and Im still getting overboost and sometimes fuel cutoff as well as boost fluctuation at WOT over 3k rpm. This only seems happens in 3rd, 4th, and 5th... 1st and 2nd it will go up to the start of the red and stay there through the rev range.
What else can I look to for a possible trouble spot?
the wastegate looks to be hooked up properly and I can move the rod back and forth like im supposed to. I blew/sucked on the wastegate hose and the diaphram seems to be fine as I can't move any air in or out...
*I did disconnect the BPC valve and drove around and I get much less but consistant boost with no fluctuation*
It didnt boost past 1/2-2/3's of the yellow with the BPC valve disconnected. This makes me think it is not mechanical?
