if you measure across the terminals with the engine off, and then again with it running... there should be *some* increase... about 13v or more typically. if not the alternator / VR is not working. the 9.6v in the display gives you the lowest voltage that the battery got down to upon start.
you can go to many autoparts and pull the battery and they will put on a load test to see if it is too hurt to actually hold a deep charge. give that a try.
