It needs to be determined if it is the visual check of Check Engine light coming on and go away when engine is started or if it is the readiness monitors not being set.
Check Engine light is easy to check. If it comes on with ignition on and then goes away or goes away when engine is started, it is ok.
If it stays on when engine is running, you will fail smog automatically.
If any of the readiness monitors are not set, you need to find out which one and then either repair the problem or drive the car until they are set.
It could be the catalytic converter, front or rear O2 sensor, EVAP tank system to name a few things. Lazy or missing coolant thermostat can in some cases stop the readiness monitors to run and complete.
