Flickering lights, voltage regulator?

Hi All,
Loving my 9000 in this cold weather, but one problem that is slightly spoiling it, is that the headlights are flickering, not badly like going on and off, but noticeable, all the lights are flickering in fact. Checking the voltage shows it to be wavering around a bit, maybe 0.2V, its sitting at about 14V, and a multimeter shows minimal wavering, but not enough I would think to make such obvious flickering, its particularly noticeable on the backlight on the readout at the bottom of the instruments, that shows what gear you are in etc.
It did this about 6 weeks ago shortly after an alternator rebuild with new slip ring and voltage regulator, but went away for the last 2000 miles, now its back. Any thoughts? My suspicion is the VR in the alternator, I had to replace the original bosch one with a pattern one because that was the only way to get new brushes.
I have a known good spare alternator that I could get fitted, but I don't want to do that before considering what else could be up. I checked the alternator connections were good and tight today, and also took off, cleaned and refitted the engine earth cable that goes to the top engine mount. It made no difference.
Is there anything else that it could be, or is it the alternator?
