I think I agree with you... I had a '93 9000 with white powder-coated original wheels (Who would do that to the two-toned Aeros?! The car was Cirrus white, and it seriously looked like something a storm trooper would drive, what with all the white and black and no other colors thing going on). I painted them with rattle can (Wurth wheel paint, so "nice" rattle can paint) just get them silver again. That didn't last too long (a couple of years) before the clear coat was cracking and the paint was fading from UV exposure. (Yellowing silver wheels are actually worse than white wheels in my opinion.)
Anyway, I found a set of '98 wheels and bought them up. Although not as good looking as a nice set of '91-'93 16" wheels, I like the exposed lug of the '98. The '98 wheels seemed to me to have a much brighter finish with a much more noticeable metallic flake in the paint. The clear coat seemed thicker as well. (I am comparing these to other ('94-'97) Aero wheels I've seen as well as the 15" wheels that were on both C900s and my parents' '92 9000.)
So, I agree with you on both points: the '98 wheels seem *different* and rattle can paint on wheels would astonish me if it lasts and looks better than factory-fresh wheels.
When I bought it:
