cold idle issues

My 1994 Aero, non-tcs 5-speed, has had a bad poor cold idle as long as I have hathe car. Once it is warm, it idles very well. I have swapped a number of AIC valves, tried numberous cleanings, swapped DI cassettes and replaced vacuum hoses, all to no avail.
The one symptom that seems related is that the relay for the AC compressor (under passenger dash) clicks rapidly during the wartm up period, which is when the idle is at its worst. Once the car is warm, the relay behaves properly and the idle becoimnes smooth. I swapped a relay from another 9000 (that I believed to function properly) and the problem persisted.

Any suggestions?
