I've never used it but this is probably the right place for it, not the spray adhesive definitely.
As to that strip, you may note, it latches onto the top edge of the inner door sheet metal, with I think Saab used four, maybe more, spring steel clips that slide inside the plastic channel.
Something is needed there but I think the number of clips is overkill. It makes it really hard to pop the panel up and off and is probably why yours got separated.
They all slide to one end and can be removed. I did this on one car, to bad result, in that when you slammed the door that top edge would pop up off the steel and also be prone to coming off the door panel.
But maybe two clips would solve both problems, door panel could be removed with less force but would hold down at top edge against common strains.
If your strip is off it may also not have the spring clips sliding along inside it still. If they're missing, pop open another door and see if that one has a full complement, if so borrow a few. Or hit a junkyard or the side yard of your indy.
Run window all the way down when reinstalling that panel, and also before removing a panel, and the glass will not be in the way.
