I had a 92 with the ABS system giving me the same problem, rock hard pedal and greatly reduced stopping ability.
Reason is on these type of systems, they utilize the motor/pump to generate the high hydraulic pressure to operated braking system. With no pump, only your foot pressure is being used and it is simply not up to the task the way the system is designed.
The accumulator as I understand it, 'accumulates' or maintains an air blanket on top of hydraulic fluid pressure, separated by a rubber membrane.
The accumulator evens out the system pressure so the pump does not short cycle (ie, run on and off rapidly, wearing it out).
My case was the pressure switch which controls the motor/pump had failed, so the pump would not build pressure. My accumulator was OK.
THere is a 'jab test' to see if the accumumulator is good or not. But if you have a constantly hard pedal, you need to determine why you are not building system pressure in the first place.
Probably easiest as was said to replace the whole unit with a good used.
