My car was doing the exact same thing you describe. When the ABS would engage in these situations, it would actually lengthen the time to stop. I almost rear ended someone at a stop light one time. Not Safe. Now the light stays on all the time, its that damaged. When the light is on ABS is disabled. In my case, both of the front wheel sensor cables are completely severed, courtesy of the terrible road conditions after the snowpocalypse here in DC in 2009. Miles of washboard-ice roads for about 2 weeks.
