When I bought my 1994 CS Turbo it was acting the same way. I tried all of the usual methods to recover full boost, i.e. new plugs, air filter, BCP Solenoid, bypass valve and even a known working ECU, but nothing fixed it. Eventually I found someone with a Tech II diagnostic unit; he plugged it in, I started the car and he said "turn off the cruise control". The cruise control was not engaged, but its control unit was signalling the ECU that it was; for safety reasons the ECU will only give base boost when cruise is engaged. Fix was to unplug the cruise control box under the dashboard.
Note that the 1992 - 1994 cruise control units are notoriously flaky, so it probably doesn't work properly and may be limiting boost. If you get around to wanting cruise control, do a search for adapting an older unit to work on your 1994 car.
Great that you found a car with 22K "original miles" - how did you come across this treasure?
