My 1994 CS Turbo has a two-speed fan. On mine, there is a 2" long x 1/2" x 1/2" gold anodized finned aluminum resistor attached along one of the fan motor supports on the engine side of the radiator; this resistor is used in the circuit for the lower speed. Also, on mine the temp sensor switch is on the radiator and has three wires coming out of it. Some of the earlier 1994s have their temp switch in the upper radiator hose, but I don't know if they have one- or two-speed fans.
Since I use the A/C, the fan is constantly cycling, so I can't tell you when it kicks in exactly. I believe that the two speeds prevent the fuses from popping as they would when starting in high speed (high current draw).
