Open up the plate covering the fuel pump in the trunk area. Disconnect the connector under this plate. Use a volt meter on the wire harness connector. Put the + lead on one of the wires in the connector and the - to ground.
When you first turn the ignition on there is one wire that will get 12v for about 5 seconds. Can't remember which wire it is (I have posted it here before). This gets the fuel moving to the injectors. After this there is another wire that gets 12v constantly after the 5 sec. (with ignition in ON position).
If you do not see either one of these voltages then most likely your relay is failed. If you see both voltages, then your pump is most likely failed (also possible that the wiring to pump could be bad, but not likely).
I just did this on my wife's 94 9000CS. I did this test and saw both voltages. Changed out pump and all was right again.
