I second davidk's advice. My 98 CSE has had the the same problem- fuel gauge would drop or go to the middle (or up and down) even with full tank.
When fuel pump died, I installed a new insert only. The contacts on the fuel sender were worn and dirty. I cleaned then very well with contact cleaner and rag. Everything works as it should now. I do have an instrument cluster from my 95 Aero and can look what can be separated from it.
