The alarm system is not fused separately from everything else. But to save your battery you can pull fuses 16 and 22. Pulling 22 alone should save the battery without causing much inconvenience.
Fuse 16 controls the circuit that powers the central locking system, interior lights, backup lights and the alarm's horn. However, the alarm's horn does not beep endlessly if I recall correctly, in which case you should not pull 16 because the horn did not drain your battery.
Fuse 22 controls the circuit that powers the hazard warning lights. My guess is the hazard warning lights ran down your battery because they stay on until you unlock the driver's door with the key. I don't know whether turn signals will be affected, but it's easy to check.
Pulling 16 and 22 will not necessarily render the alarm controller completely unpowered. Fuses 13 (instrument panel, EDU and fuel injection system) and 19 (radio, powered antenna, clock, SCC trip computer and door lock microswitches) also are part of the circuits that are used by the alarm system.
The link below provides wiring schematics for a '97 9000, and the '96 is probably identical. You have one of two basic problems. Either the alarm controller is receiving a false input or the alarm controller is at fault. At the link below check out the anti-theft alarm circuit to see what can trigger an alarm. Good luck chasing down this gremlin.
