Very possible that the sockets for the brake and/or tail light bulbs are loose or damaged. They are held to the circuit board by little blobs of plastic which can crack off easily, leaving the socket floating in space; once the ground for the circuit for the daytime running lights (tail lights) can't find a ground, the circuit finds a ground through the brake light filament. I fixed mine with some drilling and plastic zip ties.
