Apologies for the delayed response. Hmm. And you say you're getting voltage at the motor huh?
I admit to being unsure of the presence or absence or a relay in the system, but would think if there were a problem in that area other windows would also be affected.
The next question is did you replace just the motor, or the entire window regulator? I don't know how to replace anything BUT the entire regulator, so you probably did that. In order to do so, you'd have confirmed that the window itself isn't jammed in its tracks since that job requires moving the window.
The last thought is the wiring where it passes through the door. It could be broken in such a way that you get a positive reading with the door open but it is breaking the connection at other times.
Just wild guesses at this point. Either the switches or the motor usually fix these problems!
