I just purchase a low mileage 1995 cs. I pick it up in the next few days.
The previous owner tells me he has been spraying the wastegate actuator rod with WD-40 to get and keep it operational.
I found a few posts regarding history with the functionality of the T25 wastegate here in adamK's responses:

The issue (as it has been conveyed to me) does not quite fit adamK's descriptions.
Does anyone have insight to the issue as I have described it?
