Well, everything I could find said that the '97 ECU would work in the 1995 model aside from lighting the check engine light due to no 2nd O2 sensor, so I gave it a try.
The '97 ECU installed in the '95 does come online (Step #2 of Ari checklist), but the car still does not start. Car passes Step #3 (Main relay). Step #4, crankshaft sensor: FAIL. No voltage across DIC pins 6 & 10 while cranking. Fuel pump runs.
So I repeated the tests using the original 1995 ECU. Still fails Step #2, the check engine light goes off after a few seconds. However, all other results are the same as with the '97 ECU, the main relay and fuel pump tests run OK. So the ECU must be doing something.
So - I don't know why the ECU test in Ari's checklist fails, but it appears the root of the no start problem is the crank sensor. Not sure how much of a pain that is to replace, will look for instructions. Once the sensor is replaced we'll see how it goes...
(Oh, and the '97 ECU suffered no damage, put it back in the other 9000 and it fired right up with no problems.)
I checked Eeuroparts and the Bosch brand sensor is out of stock. They have FAE and Facet brand sensors available. Anyone have experience with these brands?
