So the issue turned out not to be in the wiring. ETS module and ACC modules replaced+recalibrated and LHM is resolved.
J51 splice was never found, possible this car was pre SOP-275. But I did map out everywhere it runs and can check the health of the splice by checking everywhere it connects.
Some of this is specific to a 1995 Aero 5spd w/ TCS, but here are notes I took that might help someone else.
