I think that you will find that removal of the dash top is not going to help. Most of the radio wiring is behind and underneath the radio, and I believe that the turn signal relay is on the relay board located behind the fuses - you have to remove a few screws to drop the relay board for access since the passenger airbag is in the way on 1994+ cars.
Is there a common ground for these circuits? The power runs through a different fuse for each.
Do the hazard lights work?
