You should check the specs between the 2. TD04 15T. Can't remember what the exact model number is for the 9000. Have no clue what was used on the 9-5.
Found this.

hey guys
i know stock TD04 on our cars is 15T?
what is the difference between that and TD04HL? are they interchangable?
what over models of TD04 turbo would be a direct fit for our cars?
im looking at different TD04 turbo's on ebay and I see some have straight wastegate arm and some have a bent one?

What turbos are you looking at? Volvos run the following td04HL's
TD04HL-13G, Volvo 850 LPT, X70 LPT
TD04HL-15G, Volvo 850 T5, 850R
TD04HL-16T, X70 T5 98-00
TD04HL-18T, 99 V70R
TD04HL-19T, 00 V70R
All these turbos have straight wastegate, I need to look at the Saab turbos but if someone can enlighten us, I believe the wastegates are interchangeable. They should be bolted to hot side by two 12mm bolts, reason for Saab running bent WG is due to needing clearance on manifold to my knowledge. I was always led to believe that 19T and 18t was a direct bolt up to saabs, just needed to use a Saab (bent) WG. I have a 19T laying around which I'm going to swap on tomorrow.

If you are looking for something that will be bolt-on you will need to go with a TD04 from a viggen or aero. There are a couple 19T turbos listed on ebay that have the appropriate housings. Otherwise you will need to build a custom adaptor or downpipe.
TD04 just represents the turbine class within Mitsubishi's nomenclature. SAAB uses a specific set of housings that you won't find in other vehicles.

In laymans terms, the bigger the number the bigger the punch. Let me break it down for you
Post # 7 from Forced Performance has answered the main question for me.
In case others are interested in how Mitsubishi turbo naming works, read the following:
TD05HR-16G6C-10.5T - This is the model of a MIH turbo. (USDM Evo IX)
The "TD05H" denotes the turbine wheel
The "R" on the end of it is due to the fact that it is a reverse flowing turbo.
The "16G6C" is the compressor wheel
The "10.5T" denotes the turbine nozzle area
The compressor housing is not identified in the nameplate.

Click to expand...the bigger the number the bigger the punch?
can you explain that part specifically?
how much "punch" difference are we talking about between 15T and 19T ?

All this info is on here but what the heck:
Saab used 2 td04 turbos stock. There is the 15t/5cm td04 used on the 9-5 aero, 9-3 hot, and Viggens. And there is the 15t/6cm td04 which was used on the 9000 Aero. The 15t (vs 18t or 19t) refers to the size of the compressor (cool side) housing. The 5cm vs 6 cm refers to the size of the turbine (exhaust side) housing. The 9000 aero turbo can be a nice upgrade because it the larger exhaust housing will work better at high rpm. The 5cm td04 will boost at lower rpm but run out of steam sooner. The 15t/5cm turbo is a lot more common and a lot of people upgrade that turbo to an 18t or 19t compressor. The problem is that an 18t or 19t compressor wheel will cause excessive egt with a 5 cm exhaust housing. So you should either find a 6cm 9000 Aero turbo or clip the exhaust turbine - and the second option isn't really a great one.
