Piston rings do not seal completely - there is a small end gap in each of them, and the compression in the cylinders forces a small amount of gas past them (until they are worn, and then a lot of gas is forced past them!) I'm guessing that this is enough "new" gas to satisfy the demand of the PCV system, which works on vacuum at the intake manifold..
