The 9000 is very prone to electrical problems due to the early formula lead-free solder used. I've had a host of electrical problems similar to what you're experiencing "fixed" by reflowing solder joints in various components. For example my EDU went dead until I reflowed solder joints on the connector, and headlight problems were solved by reflowing joints inside the orange relay. Also you'll want to clean connector contacts (I use De-Oxit) and make sure grounds are OK. This is assuming all else is OK like battery, alternator, and voltage regulator.
