This sort of problem is really common on the 9ks. Sometimes it is caused by a failing Air Mass Meter, but more likely you have a vacuum leak. The no shift-up light is a BIG clue. It is run (at least in part) from the same vacuum line that feeds the boost gauge. The vacuum line going to these parts comes from the passenger side of the intake manifold, crosses the manifold, hits a Y-connector and goes into the fire wall and to the turbo bypass valve (a black cannister). If you pull the hose off the intake and suck on it and can draw air, you have a problem. You should be able to trace it to either the bypass valve or just a cracked/split hose someone. I'd also pull the hose off of the top of the intake manifold near the throttle body that disapears into the fender. If it fails the suck test then it too is causing a vacuum leak. Pull the passenger side turning light and see if it has popped off the charcoal cannister. Check all the other vacuum hoses while you at it, and your problem will either disapear or get much better. This condition will also give you a lazy boost gauge, but there's a good chance that you are still not getting full boost. That's another story though.
