I had this problem with my 89 9ks, and it turned out that the vacuum hose to the fuel pressure regulator had been dislodged during my clutch replacement procedure. Good chance this happened to you -- it's easy to miss this when checking your vaccuum lines.
Long explanation, but to simplify: the engine's actually getting TOO MUCH fuel at idle, surges to 1700-2000, then abruptly drops back to 1200 or so, only to begin the cycle again. The car lurches into decel mode, rather than easing in. I almost hope this isn't the solution after you've invested in all the expensive stuff first. Oh well....
