95 9000T "Rattle" in the wastegate -what is it?

i just bought a '95 9000T with 105K. There is a buzz/rattle (like loose sheet metal) in the front of the engine. I've found that by pushing on the linkage between the wastegate actuator and the lever that it will change. I listened to the actuator and the noise is not coming from there, it is coming from the turbine housing. Seems like something is loose at the end of the lever, on the inside and it touches the spinning wheel. Is there something in there that comes loose, and can it be fixed or do I need to replace something? thx
