A couple of things:
1) One bulb may be on it's way out. This will increase resistance in the circuit and cause a false warning.
2) The could be corrosion in the bus bars in the rear light assembly. If you open up the cover on the lights as if you are replacing a bulb, you'll see a series of bars the conduct the electricity to the bulbs. Near the bulbs, these bars are merely pushed into slots. This is where the corrosion will be. You can try prying them up about 1/8 inch and pushing them back down a few times, or just solder them together.
3) Check this link http://216.78.173.63/electrical_system_folder/pictoflash.htm
There are the fixes if a relay or a ground are to blame.
Check the bulbs and connections first. Make sure the bulbs have a good connection in their bases. I think that's about it!
