Yes, it would behave indicated. It also sounds like the isolater valve is bad. However, this would not put the ets in limp home.I doubt the valves operate off of 1 volt. This is a 12 volt system. The valves are nothing more than solinoid valves and operate the same way as a conventional relay. By that i mean it's constructed in a similar manner. Iron core with many strands of wire rapped around it. When energized, it creates a magnetic field and actuates the valve. I think your electrical circuit to the safety valve is OK. If you measure ACROSS the isolater valve with the key on you should have 0 volts, because the cruise control and the traction control mode is not active.
The reason the safety valve has no power when you release the key is due to a fault with the system and not necesarily the safety valve. You may have a different fault like the throttle housing for example. With the milage on the vehicle, you might want to look at the throttle housing. However you'll never know for sure unless someone connects TechII and pulls codes. Also, after the repair the system should be calibrated with Tech II. I hope this is some help, it's difficult to diagnosis TCS with out codes. I'm going with experience with your fault.
