Very early shifting, or starting out in a higher gear, is a common sign of a blown govenor seal, just as Bryan says. The govenor seal can be accessed and replaced with the transmission in the car, so it's not grossly expensive. You definately want to find a shop that knows ZF transmissions - many won't work on them. But for a shop that knows ZFs, a govenor seal is pretty quick and relatively cheap.
There is a possible cause that's less expensive - the kickdown cable. This is the cable that runs from the throttle to the transmission. It signals the transmission to drop into a lower gear if stomp the gas. It also signals the transmission that your foot is light on the gas, and it can shift up a gear. Now, the govenor in the transmission decides when to shift, but a mis-adjusted cable could be part of the cause.
From memory, you might try adjusting the cable so that it's Tighter. This signals the transmission that you are applying more throttle, so it will stay in the lower gear longer.
