12 Volt Outlet not working (cig. lighter)

The 12 volt power outlet for the cigarette lighter and other accessories ('91 9000T) is not working... the original ashtray/lighter assembly was removed by the dealer when the car was new and replaced with a CD player. Now I want to reinsert the 12v outlet, only to find I'm not getting power to the wire leads. After removing the top DIN device and the HVAC controls, I found a plastic assembly at the end of two wires (blue and black) that clearly mates with the back of the factory cigarette lighter. There is also a second black wire that runs from this wire assembly to a female quick-connect tab. However, no power is supplied to these wires, even when the ignition is on and the car is running. My questions:
1) What did the black extension wire connect to? I thought maybe the light for the ashtray/lighter, but it of course has two leads to connect to, not one.
2) Why am I not getting power to the 12v outlet leads? Is there another
nearby 12v power source? - I don't care to tap into the stereo power which sometimes seems to cause buzzes or pops from the audio equipment in other cars I've worked with.
