ACC Inconsistencies

I've got a 97 9000 CSE. The automatic climate control has been acting funny lately. When I first start up the car, the ACC goes on just fine, defrost and floor. After it starts up though, I can't initially change the air flow to the dash vents or anywhere else for that matter. I also can't change from Auto to Econ. After about 10-15 minutes, all buttons seem to work properly. I used the Calibration mode to try to find a fault code, but it returned a 0, no faults. Any ideas? Thanks.
