Get an idler and a new belt. Instead of using the special tool as the manual suggested, use an 8 inch C-clamp to compress the belt tensioner. Leave the idler near the alternator/power steering off until the tensioner has been sufficiently compressed by the C-clamp. Install the idler and bolt up. Loosen the C-clamp. Done.
