Timing Chain Replacement

I recently had my timing chain replaced at a dealer. I also have an independant mechanic who ocassionally works on my car. He was doing some work recently and when I mentioned that I'd had the timing chain replaced he said that the front timing chain covered hadn't been removed. When I confronted the dealer about it, the service manager told me that they have a device that allows them to "feed the chain in through the top of the engine by removing the valve cover."
Most of the mechanics I've talked to have never heard of such a thing and kind of snicker when I tell them about it. Has anyone heard of such a device or am I getting a B.S. job from my dealer?
