At this point the pulley is certainly tight enough to start the engine. You could start the engine and let it run for 30 seconds or so to charge the brake accumulator, then shut it off and go through the routine again. The brakes should hold if you use them immediately.
It's tough to know how tight is tight enough without a torque wrench. If you lean on it pretty good with an honest two foot moment arm, it's probably tight enough. A pretty good lean on an honest three foot moment is really a good load of torque, but it's virtually impossible to get that much moment in the tight space you're working in.
Another consideration is that the torque required is seriously in excess of what you should apply to your 1/2" ratchet. A 1 1/2 foot breaker bar works a whole lot better (it also makes removing the wheel nuts easy when used with a 19mm socket and 3" extension - I carry mine as a lug wrench). You could also consider using the torque wrench with a pipe, although I know that often the handle design on a torque wrench will prevent that.
