I just bought a 94 Aero after owning an 87 9Kt since 89. Major difference between the two cars. What the 87 had in basic design the 94 has refined considerably. Perhaps your best bet would be a late model Aero, before the 9-5 models. These may also be model years that fall in you price range; check the Kelley Blue Book at kbb.com to find the models that fall in your price range. I opted for the Aero because I crave the performance; you may opt for a newer model that has fewer options at almost the same price.
When checking the Kelley price, check both the "trade-in" and "retail" prices. Kelley says the Retail price reflects the refurbishing a dealer does to a car, but I doubt a dealer really does more than spit and polish. It is up to you to determine the condition of the car. Don't just look at the car from above; wear jeans and tshirt so you can look underneath and check for welded seams, bent parts and leaks. Most dealers clean cars from above and leave the warts exposed underneath. Also look deep in the shadows of the engine compartment with a flashlight; it can reveal a car that was not well maintained if it's cruddy.
