Surging Idle, is throttle pos sensor bad?

I've been told that the throttle position sensor is the likely suspect since I've changed out the hooter valve, cleaned AIC and checked Vacuum lines. I got an ohm meter to check the tps, but im not sure what is what. Say the first pin is the driver's side one, and the 3rd is the one on the passenger side. When I turn the throttle, I get a change in continuity between the 3rd and 2nd pin but not between the 1st and 2nd. Is this right? I've been told that there should be a change between the 1st and 2nd. Any ideas?
If it turns out the tps is ok, what else can I check? I've cleaned out the throttle body, got a good AMM, i think the vac lines are ok, cleaned and lubed aic, I don't know what else to do. Any ideas?
Thanks so much, this thing drives me crazy.
It is possible that it is a vac line i guess, since I havent replaced them, but ive felt on all the ones i can see and no air or cracks there.
