Figured out idle

My idle was surging from about 1.6 to about 2. I replaced vacuum lines, aic, amm and tightened air intake. THen I adjusted the idle and throttle pos senson. That stopped the surging.
However, once I replaced those, the car still idled at 1.5
Had the computer replaced and that dropped the idle down to .7 like it should be.
Just thought I'd share.
I'm not sure what the computer is exactly. Its not the ECU deal under the drivers seat. Its one that sits under the engine cowling. I had a mechanic do it, since I couldn't figure it out and had tryed all the stuff I said above. Ran me about 170 for that. Is that reasonable?
